NELEGAL.NET is the first website on English of the Internet-based underground organization Moscow Illegals or Nelegals ( one of the meanings of the word "nelegal" on Russian is a person who lives without a special permission -  "propiska"  See Q&A, another -  a spy, usually from America or another country without "propiska" ). Some of Muscovites, especially who received or bought "propiska" recently, call us "limita".
