WEBSITE FOR ILLEGAL CITY DWELLERS HEATS UP FOLLOWING BLAST
A website devoted to helping Moscow residents wend their way through the
city's registration requirements has been averaging 100 hits a day and
ranks in the top 30 of Russian Internet sites, "The Moscow
Times" reported on 15 August. The site, http://www.nelegal.ru,
appeared last year after the apartment bombings in Moscow caused the
capital's police to increase its scrutiny of outsiders, particularly
those from the Caucasus region. The site provides practical information
ranging from how to survive random ID checks to how to buy
"black-market" registration. Presidential envoy to the central
district, Georgii Poltavchenko, recently hinted that he might challenge
the city's registration requirement since the Constitutional Court has
already ruled it unconstitutional (see "RFE/RL Russian Federation
